The Swedish-based Ship to Gaza rights group on Monday expressed "grief and dismay" at Greece's decision to block the humanitarian flotilla from sailing to the Palestinian territory.

In an open letter to Greek Prime Minister Giorgios Papandreaou, the group said it was "with grief and dismay that we passengers and grass roots in the Swedish people's movement Ship to Gaza received the decision of your government to block our ships from leaving Greek ports to go to Gaza."

"We are aware of the pressure that your country has been under in recent days, and feel sadness for the Greek people and the difficulties that you are enduring at this particular moment," the statement said, noting the country's efforts to avoid defaulting on its loans.

"Our mission is completely peaceful," the group added.

The group pointed to the fact that they could address Papandreaou in Swedish, as he himself had been forced to seek refuge in the country in the 1960's, after a military regime was established in Greece.

The organisation Ship to Gaza Sweden had planned to send a ship as part of the 2011 international "Freedom Flotilla," which Greek officials blocked from departing following international pressure, notably from Israel.

Ship to Gaza-Sweden said in the letter that the flotilla was merely carrying basic goods needed for every day life and posed no threat.

"Let our ships sail," they concluded by pleading.

On Monday morning, pro-Palestinian activists on a French boat protested the Greek decision by symbolically "setting sail" on the flotilla for Gaza, revving up their engines in an Athens port in defiance of the ban.

French activists were joined by Americans from the US Audacity of Hope boat, keen to show support after their own attempt to sail was thwarted on Friday by authorities imposing a ban on all Gaza-bound ships leaving Greek ports.

Greece has tried to appease the furious activists, offering to deliver aid "through existing channels" and reaching out to the Palestinian Authority.

Earlier this summer the Swedish Ship to Gaza group reported damage to their boat Juliano, while berthed in Piraeus harbour in Greece.

The Israeli government later rejected the claims of the Swedish Ship to Gaza movement that "foreign agents" had sabotaged their boat, calling it a ‘James Bond-esque’ insinuation, with no bearing on reality.

Flotilla ship intercepted by coast guards.

A Canadian ship taking part in a planned aid flotilla to Gaza has been forced to return to harbour in Crete after an attempt to reach international waters was thwarted by coast guards, according to onboard activists.

Most of the vessels which hoped to sail to Gaza in an effort to break Israel's blockade of the Palestinian territory have been stuck in Greek ports after being refused permission to embark on the journey by Greek authorities.

The Tahrir sailed 15 minutes out of harbour before it was intercepted by coastguards, activists told Al Jazeera on Monday.

The boat, carrying activists from Canada, Belgium, Italy, Switzerland and Turkey, was forced to turn back to Aghios Nikolaos port in Crete.

"We are just being pulled into docks as we speak right now ... [the coast guards] are in complete control of the boat," Jesse Rosenfeld, a reporter with Toronto's Now Magazine, who was on board the Tahrir when it set sail, told Al Jazeera.

Rosenfeld explained how the vessel managed to leave port: "In a matter of minutes, the people on the boat turned on the engines while two of the activists kayaked, trying to block the coast guard in port. At that point, the Tahrir made an open break through the port, shooting for international waters."

The coast guard ship pursued the Tahrir, using water cannons and eventually boarding the ship, Rosenfeld said.

'A quarter of the way'

Activists on the boat earlier spoke to Al Jazeera as it was being boarded by members of the Greek coast guard.

"Some of the Greek coast guard have boarded and are trying to take control of the vessel," Dylan Penner, a member of the steering committee of the boat, told Al Jazeera while the boat was still sailing away from the harbour.

"We’re about 15 minutes out of port, and still under power. We are still moving forward. We still have control of the Tahrir."

But members of the coast guard promptly took control of the vessel and brought it to port, Penner said.

"We were going 15 knots for 15 minutes, attempting to reach international waters that are 95km from the coast," Penner said. "I estimate that we made it a quarter of the way."

On Friday the US boat, The Audacity of Hope, left port, only to be blocked by the coast guard, who towed the ship back to port, where it is being detained. The captain of that boat was jailed and charged with a felony.

David Heap, aboard the Tahrir, said that preventing the boats from sailing was a "clear violation" of human rights.

'Outsourcing' the Israeli siege

Al Jazeera's Jamal El-Shayal, reporting from Athens, where a number of boats are waiting to depart, said activists accused Greek authorities of participating in Israel's blockade of Gaza



Earlier on Monday,
activists staged a "symbolic departure," on the French boat, the Louise Michel, in defiance of the Greek ban, El-Shayal said.

Greek coastguard officials moved in swiftly to ask what the activists were carrying on board, but let the demonstration continue.

Activists from the impounded Audacity began a hunger-strike in front of the US embassy on Sunday to protest against the arrest of their captain, who was allegedly being held in "shocking conditions". But they were quickly moved on by police.

The captain of a U.S. ship arrested for trying to sail to Gaza as part of a flotilla aiming to deliver aid to Palestinians despite a Greek ban was freed on Tuesday, but three other activists were still in custody.

Just over a year after nine people were killed when Israeli marines stormed a pro-Palestinian flotilla, authorities last week banned ships destined for Gaza from leaving Greek ports to stop the latest flotilla "for their safety."


American Mr John Klusmire, 60, captain of the "Audacity for Hope" ferrying mostly U.S. activists, was charged with breaching the Greek ban and putting lives at risk after being intercepted last week at sea by armed Greek coastguards.

"He is released, there is no charge against him. He is free to go," Adam Shapiro, one of the organisers of the Free Gaza Movement told Reuters by telephone from the port of Piraeus. "Our destination remains the freedom of the Palestinian people."


The flotilla, carrying about 350 passengers, was supposed to be taking tens of thousands of dollars of medicines, food, gifts and building materials to Gaza.

But the chances of any of the ships arriving in Gaza were increasingly remote due to the vigilance of the Greek coastguard and the rigid enforcement of the government's ban.

About 20 Spanish activists, from the ship "Gernika," occupied their nation's embassy in Athens on Tuesday to protest against the ban and demand their government's support.

The Greek coastguard on Monday intercepted the Canadian ship "Tahrir" which set sail for Gaza from Crete and arrested three people, including its 55-year-old Canadian owner.

ARRESTED ACTIVISTS USED KAYAKS

Another Canadian and an Australian activist were detained after trying to block coastguard ships from chasing the Tahrir by using their kayaks. Their cases are still pending and other activists refused to leave the ship when it docked in Crete.

Most of the passengers claimed to be the captain to prevent the actual captain from being arrested.

Israel said on Monday it expected a "provocation fly-in" by pro-Palestinian activists who planned to board flights to the Jewish state and swarm its only international airport on July 8 as a protest, hoping to coincide with the flotilla's arrival.

"The planned provocation and its participants will be dealt with according to Israeli and international law ... the event continues attempts to breach Israel's borders by sea, land and air," a statement from Prime Minister Benjamin Netanyahu said.

Fearing for the safety of the flotilla and wary of regional tensions, Greece imposed the ban but offered to ferry the aid to Gaza in cooperation with the United Nations. But the activists turned the offer down saying that it was "insufficient."

Nine ships had planned to take aid from Greek ports to Gaza along with pro-Palestinians from the United States, Canada and European nations, including the American writer Alice Walker and 10 members of parliament from different countries.

A French ship which had left Corsica was waiting for the rest of the flotilla in international waters, organisers said.

Dear Mr. Barroso,

Squeezed between Scylla and Charybdis, the zionist state of Israel and the "democratic" Greece, our nutshell JULIANO with citizens from the European Union (Sweden, Greece and Austria) on board still tries to gain international waters in order to fulfill its mission of peace and solidarity with the Palestinian people.

In our struggle for the right of self-determination of the people of Gaza we had and still have to face sabotage and aggression from "unknown" agents of political crime as well as never ending bureaucratic obstacles from the Greek authorities. Being citizens of the EU, members of parliament and representatives of social movements and political parties, universities professors we are treated like outlaws and confined to the boarders of the EU as if they were prison-walls like the ones the people of Gaza are suffering every day.

Is this the freedom of the seas, the freedom of expression and the mandate of peace the constitutional treaty of the European Union has prescribed you to fulfill?

We consider it as a shame how the European Union as part of the Near East-Quartet has quite simply become a servant tool to an extra-European power like Israel helping to cover up its constant violations of Human Rights against the population of Palestine.

Is this the understanding of democracy the European Union has opted for in a time when millions of people in Spain, Portugal, Italy, Greece and North Africa are protesting against the unjust measures it has imposed on them?

Every day that we are passing on the Mediterranean we get more and more convinced that you have the power, but we have the right and that the obstacles you impose will never discourage us from the pursuit of our just cause. Don' t forget that history in the long run always has punished those who have allied themselves with the oppressors.

In the name of the same democratic order of the EU you are constantly referring to and in the name of another possible world of global peace and justice we therefore demand:
